That's because "in finishing stages" for the FINS could take another 4 years. Without deadlines, without solid dates this is, sadly, more fluff. Investors and the market take little notice of news like this because it is empty of substance. When the news is "FINS DELIVERED, STOP SIGN DOWN, CANS IN PRODUCTION FOR DELIVERY TO STADIUMS AND DISTRIBUTORS" then this will see some action. Not until then I'm afraid.
