Tmmi is an OTC pink sheet stock. I’m not sure how you think it could have gone about making a public offering in the state it was in.

It had a debt and it was over a barrel. It squandered the opportunity the previous private placements provided.

It now has another chance, which is extraordinary given its age. This comes at the cost of significant dilution, but let’s be realistic: previous disasters means Tmmi had view alternatives.
