I speculated months ago that the plant wouldn't get reassembled until there was a need for it to be reassembled. That seems to be even more likely now. It also is the simplest, most obvious explanation.

Until there is a reason to reassemble the pilot plant -- actual in-hand agreements about coal-testing -- I would not expect the company to incur the expense of reassembly.
