I think the decision on when to do a RS will be made by the warrant holder. I know some will say that its Seamus Lagan decision but the way it really works is when the warrants are intended to be exercised the company will contact the warrant owner and ask them to exercise

The warrant owner will counter with volume/pricing concerns and agree to purchase shares under the terms of the warrant provided that the company pps =x and/or volume =x.

Then Seamus Lagan will RS unless he has other funds available. I don't think he wants to RS right now but I think he is likely to go ahead if he needs the money to support any monthly negative cash flow.

He really needs to explain to retail how he intends to give shareholders value and when that will occur in the face of the warrants outstanding. I think he just believes retail will continue buying mo matter what he does.

He should put his CFO out in the public to explain since his credibility is gone.
