I think it's done. Once a company is suspended, it will start trading on grey market after 2 weeks. I've never seen SEC reverse a decision. Most companies will stay there or get revoked after some time, but there are a few exceptions that companies will get everything done and start trading again. However, it takes a very long time (a year at least) and costst quite a lot of money. So in this case, if I were the owner of the shell and had a RM candidate, I would look for another shell to merge in.
