I would also blame OTC Markets for their lack of care of who they allow to operate within that market.

If they actually took the time to make sure filings are legit and properly audited there would be less of a cesspool. Instead they allow any joe shmoe to file and operate and thus allowing all these toxic financed companies to steal money from hapless investors.

Unfortunately HPNN is just one of many that are like this.

It's really sad that the SEC doesn't just do an overhaul of that marketplace
