This is encouraging, I think. It means they are not expecting Phase 2 to last much longer than the expected 6 months.
Also it's only for 50k. Not a huge amount to tide them over. Overall, BSRC runs a tight ship compared to most in OTC land.
Share price has mostly dropped because of increase in the float by 2 mill since June; looks like they were selling off at the .06 mark but having to settle for less. Anything below is a bargain IMO.

Long and strong. First hint of good news and this will rocket.
