They have been diluting for years. Since I have been watching them, they have reverse split twice and both times managed to crash the stock price back to pre-split levels. No doubt, in my mind, that they continue to sell shares.

As for the current outstanding count, contact the transfer agent listed on OTC Markets. Just email them and ask for the share structure. If the provide the count please post them here. Some agents don't give out information, just their policy. Some agents freely give information unless the company in question requests they restrict it.
