Why do we NOT have a contract for R-18, for as you say, a perfectly good delivery device, 'vial & syringe' right now?

Not a question! It's a rhetorical ruse, parading as a question!
Not having the "super syringe" as the "cause" of anything is pure invention.
We WILL have a contract with the DOD because R18 is effective and there is nothing else comparable out there.
