This is not a scam.

Long term project that may or may not be executed. I am betting it will be executed. Good thing is that I think we will all know within the next 6 - 12 months.

Project will not drag for another 5 years... we will know for sure within the next year.

If no financing by September of 2019 - or no smaller tower retrofit deal, can probably say they tried, but did not work out.

But this is no scam.
