They are not in negotiation phase - the other party is doing due diligence - this is related to data from trials.

The financials will come only if the other party thinks the details from trial and other data is worthy of moving forward and may make some offer.

What they were doing for 7 months - typical diligence phase lasts for less than 2 months.
