I can´t get too excited about a non-binding agreement, and don´t understand why anyone would. Can only speak for myself, in the building trades one submits a bid as detailed upon the Owners plans and specifications. You submit a bond with the bid(in the event you don´t follow through), and sign on the dotted line with the Owner, each BINDING themselves to the contract.
