It seems the plan is for the downstream processes to be completed by third parties within Vietnam, we will pay these companies for their services and this will form part of the cost basis of our silk.

So no investment required here per se, not to say that these functions could not be completed in house eventually but don't see this as a necessity, better to let the established/experienced companies do this on our behalf.
