Who would buy enough based on that news to move the stock?

Those who know the value of that appeal, are already holding GERS and have been for a while. Without any intent of selling and probably without the resources to buy more.

The others are just waiting for GERS to file, and are awaiting action from the sec, because they see GERS as a normal company.
