It is because TGGI is a holding company, which means it has controlling interest in one or more other public companies. Revenue streams come from all such entities, but TGGI doesn't have to have manufacturing facilities. All TGGI has to do is monitor how they do and help if needed.
Lots of holding companies exist because they have the business knowledge, and the 'held' companies have the expertise in their fields.
