Perhaps they filed because they were retained to liquidate a large block for a party that didn't want their name(s) disclosed, so they transferred the block (or multiple account blocks that are CONsolidated in the name of the MM) to the MM and the disclosure was filed in the name of this MM who was working the large block in this illiquid issue - where it can take weeks or months to gin up enuff volume to move a large block of this crapstock. Then when the MM getts finished dumping the block, they remit the VWAP on the total block sales, minus a cut for the service, to the former block owner per a contract.
Many trading days this turd doesn't trade a single share. It can take weeks to months to dump a large insider block of this trash.
