Yes for a stock at this price range..but there are plenty of mining companies worth a few more pennies that are just starting out and have their assets and resources. They just have to wait years before they can actually start mining. I'd say that they are much less risky than this company, and my favorite is First Mining Gold Corp. (FFMGF) The bear market and price manipulation of precious metals are the biggest problems for mining stocks right now. Those mining stock prices are getting pretty cheap right now if you look at it optimistically.
