As far as I can see the only report missing is the July, 2017 report. I realize that it is not listed in the OTC reports, but the same information listed in the July, 2018 comparison report would be the same numbers as would have been listed in the 2017 report showing the 2017 numbers.

As for the Annual report for 2016, if you take note of the listed report for July you will see it is the fourth quarter and the annual report; NOTE: Heading at top of the report (Annual Report). The same holds true for the July 2018 report. An again the 2018 Annual report shows the 2017 Annual numbers as well.

Unless there is a requirement to have the physical July 2017 listed, all of the 2017 numbers are listed in the July 2018 report. This I cannot answer, it would take a finical lawyer to answer.
