Wrong on the use . The jet is a fantasy . And the offering is open on the 12th . They still have to list the notes and then sell them before they have any of the funds . And thats only if they all sell . And that is no guarantee either .

. At June 30, 2018, our outstanding commercial paper indebtedness was $0.7 billion, had a weighted average interest rate of 1.99% and a weighted average maturity of 88 days.

As described above, net proceeds from this offering will be used to repay outstanding commercial paper.
