It tells part of the story. For volatile, venture, penny stocks it tells the story for the current time. Key, is the possibility for a huge change in the PPS story. If anything good, like financing EPC announcement etc. happens, the PPS will immediately tell a different story. I believe it will happen and that's what all longs are waiting for. All the talk of PPS is irrelevant. Everyone knows this is a risk. But with big risks, come potentially big rewards.

Now some folks don't like the risky stuff. They'd rather wait til financing and the EPC contract happens before buying. That's awesome. They've accepted smaller risk and smaller reward is heading their way. For those types, I have some shares put aside. Save your money safe people.
