On the contrary. Go look at the secretary of state site. Not that much to reinstate a license. The are dark filing so basic info and a attorney letter gets them current. Get Finra's blessing and the scammers are off and running. See it happen all the time.

They still need to do those things to attempt a cancel and dump shares. Doing the split just gets them a higher starting point and more shares to play with because the authorized don't split.
