Hard to see how the writer could've gotten it wrong, i.e., new construction vs. retrofit of a utility smoke stack. The article is quoting Ron

What was done was a tower was built to scale of the tower in San Luis

and then he called it a "prototype". I've heard of misquoting, but that would be pretty significant. What he's quoted as saying in the article is certainly inconsistent with the June 15 PR

The pilot will demonstrate the principle of retrofitting an abandoned tall smoke stack to repurpose it to create downdraft winds inside the stack which will be compressed and channeled into a wind tunnel.
The owners of the power plant have entered into an agreement with Solar Repurposing, LLC and the Company to assist with the preparation of the stack for the project as well as allowing for its use.

I suppose it's possible that, in the article, he was referring to the retrofitting mentioned in the PR but then why not say that ... why say you built something to scale which is something completely different. It, like seemingly everything else with SWET, does not add up.
