If the actual outstanding shares are capped at 2 million, then yes - you could have (in theory) ownership of all shares (and all the debt and other obligations as well) for $20,000. It would be $80,000 if all 8 million AS are released. In actual fact, you still wouldn't have control as the CEO invested 10 cents to get a 51% voting right.
