It looks to me like the Authorized Shares is 250 Million
For conversation sake lets say the new owners have been buying up shares cheap on the open market
No clue as to how many they could hold BUT
there are only 129 Million shares Outstanding
By taking over the ticker they could dilute 121 Million shares before maxing out the A/S
If the buyout price is over say $.50/share the new Owners could do an offering for a MaX of 121 Million shares @ THEIR price before maxxing out the A/S
That would possibly give the New Company $60 Million cash for startup costs @ $.50/share
