No.

The SEC suspended TALK for delinquent filings. A "change of address" has nothing to do with it, as they haven't filed any of their required filings for years.

Even if they filed them ALL today and responded to the SEC (neither of which they have done so far), the stock will still be revoked. The crime has already been committed and cannot be undone.
