Typically when the big fish turn on their auto trading platforms, they buy and sell in very odd lots typically 6 decimal places out vs 4 decimal which every day traders are allowed to conduct business in. The in and out lot sizes are usually tied to an ATR calculation or a DMX calculation. The DMX only if shorting the stock is a possibility. Penny Stocks don’t have enough liquidity to have a market for shorts, typically reserved for blue chips.
I use NinjaTrader 8 for auto trading Currency Pairs. Great program, can start out free then upgrade after all the development is done. I have been planning on setting up an Accumulation set of strategies for my Roth IRA in the near future. Sorry off topic.
In short the reason you are seeing old lot sizes that look odd is because the orders are comming from the big fish not small fish. And there has to be more than 1 big fish, because every Sell has a Buy.

Good Luck to All
