In my view they will wait til the end of the year now as the fall is coming and general bad weather season in the Gulf of Mexico is just about to start.

Most likely they will uplist at the end of the year and start making all preparations getting a crew together procuring all the necessary qualified workers, equipment and setting up all their support infrastructure too. That will easily take them three months to complete, taking them into March and the start of spring which is always a much better time to start working on something this big than winter.
