Maybe Solomon hasn't listened, maybe he has no choice, maybe Garrett is in it for himself and trying to save his skin (wouldn't be out his character but I wouldn't blame him). I know they didn't get the loan but they keep on trying. Solomon is a mess he is the one who keeps progress from happening, banks from not lending, keeping sub-par subordinates that kiss his ass.
