Exactly, that "accession number" is a unique number that is used to identify whoever submitted the filing.
In this case we know it was a 3rd party filer agent because you have 6 unique Issuers all doing 8K filings under the same 0001548123 "accession number" (DIGI, ECMH, BLLB, UITA, SMEV, and MEDH).
I would like to think that any third party SEC filer that is given the power to submit Edgar filings is held to a certain standard.
And I have no doubt that whatever standard that is, it wasn't met in this situation. That 3rd party SEC filer should be facing some kind of disciplinary action. Perhaps even having their SEC filing privileges taken away.
There seems to be plenty of evidence of collusion between this filing agent and the Mark A Miller group.
