Because the market typically responds with a rush surrounding major changes in the law. With the Farm Bill expecting to fully legalize Hemp on Sept 30 (provided the bill passes before then and congress doesn't extend the current Farm Bill from 2014), we're seeing a bit of the anticipation and excitement right now, similar to the 2016 election season. Canada also goes fully legal in mid October, so we have two major changes in the law within a couple weeks of each other.

Even though CANN isn't a Hemp or Canadian company, she'll see the benefits from added market interest and capital because the sector more or less runs together. Changes to MJ laws not dealing with Hemp saw the hemp subsector run, even though the laws directly didn't impact them much. We can probably expect a similar result here, where MJ companies will benefit from the new Hemp market being created by the Farm Bill.
