I think the the confusion comes from the fact that different sources refer to different molecules.

The FS refers to the price per kilo of TiO2 and your source refers to atomic Ti.
Maybe alibaba also refers to Ti. I didn't check that
In the paragraph below the chart (https://www.metalary.com/titanium-price/) it is stated:

For 2016, Chemours, the largest TiO2 producer in the world, raised their pigment price to $150 per metric ton. And other producers have followed suit.



Which means in 2016 the price was $0.15/kg for TiO2. At that time the price was on a rasing slope.
