They ARE still under investigation. The SEC has 5 YEARS to complete an investigation. Currently, the average time to complete an investigation is 28-29 months from the original date of suspension, but the SEC can on occasion take the full 5 years before filing suit.

If the investigation was complete, PGPM would have been issued a letter by the SEC telling them the investigation was closed. Obviously, that letter has not been received, or is even forthcoming.
