The below is from one of my earlier posts today. I hope this helps you make sense of it. We are nowhere near 1B float.

"Shares outstanding refers to the total shares that exist and are available by the company. The “Float” is really just the number of shares that are actually available for trading when you subtract restricted shares. In this case, the Float has increased from 139.1M to about 265M - and increase of 125.9M shares

That tells us the total amount of "restricted" shares is 120.8M. (385.8 common - 265M float)"
