You’re be right about NT filing date. But still, where are the filings confirming they would issue more shares at previous dates



They don't have issue a new filing every time new shares hit the float- they are authorized into the billions- there could be Preferred Shares that were converted- there could have been shares issued to convertible debentures etc. right after the split took place that made there way into the float while they were still current.

Typically debt holders get shares in tranches and they get a block to sell. So in the time that split was finalized and the time it took the company to go dark there could have been some shares entering the float- for those with level 2 its common to see dilutive MM'S in the box selling shares for a client. After they sold their supply they likely had the ATM cutoff once they were no longer current.
