Looking at the rising volume and S/P action, I think Dick Bove may have been onto something positive.

And a point on alleged JPS "call letters" for redemption: many junior stocks like FNMAS have specified redemption windows and are not callable at any other time. This scare tactic is unfortunately and totally bogus. Fannie Mae does not have any cash with which to call any shares, and attempting to do so would violate the law governing capital distribution during conservatorship.
