The SEC shouldn't have bought into it. I think they just took the easy way out. Megas was never, as far as we know, in the States, so he'd have been a problem. But they could at least have got a default judgment against him. And they could have nailed Stewie.
The unfortunate result was that many shareholders continued to trust Megas for many more years, and even gave him more money.
