That happened already. It was actually just a conversion to dividend paying preferreds that converted from common at twice the rate they converted to common at, thereby doubling them. Unfortunately, there is no money for a buyback and they can't do the buyback without retiring other debt and preferreds out first. If you read the filings you can also know that information.
