there are no real "retail shorts" in OTC. no one can short on margin, and if anyone manages to borrow shares to short sell - if they are available - they carry a hefty premium so it is often not worth it.

only MMs can naked sell in the interest of "market liquidity", all perfectly legal, and they do not "need" to cover. JMO.
