Need product - Yes
Is there a Market for that Product - Yes
Is the GOV in favor with the Company - Yes
What could it Be?

1. they want the company to fail so they can take it over and go private
2. They don't Trust or like the Management.

I've been in a company where #1 was done, The company was Zhongpin (HOGS). I don't think this is the case here.
But the only thing I can see is they don't Trust Mr Lee
