I think after Ph. 2 testing that interested parties will strike while the iron is hot. I had a small biotech stock that had a drug for Sjögrens Syndrome (eye disease) which only affected 20M people world-wide and they were bought (a 10x share price multiple stock trade/swap) after the Ph. 2. hope the same for OWCP, if they are interested.
