Well it could be taxes and lien on business which is preventing him from being the clean "owner" of the shell. If you do not have clean ownership then releasing public info would be a big no no and could prevent things from being posted on OTC markets, we all know OTC markets can be a pain in the ass.

This was a whole big to do with CWI*R which may or may not have played out the way management claimed but there was issued with getting full ownership of the entity and proof to OTC markets which has caused the shell to be abandoned.

I have no idea for certain but to me it makes more sense that it is tax or government relates and that is why there is such a delay as we know that things are never clean, fast and easy when you are dealing with such parties.
