That's a good question. Just speculating here, but the unauthorized-or-fake letter to shareholders said:

Aside from that, we have been working diligently with our accountants and legal representation to update our filing information on OTC Markets Pink to return the company to a "current" filing status and provide full transparency to our shareholders. A process that will be complete in the near future.

So it referred to "the near future". So this letter was intended to be out before the company went current, which it was. The company went current days after this letter appeared. That doesn't seem to support the theory that it was a legitimate company letter that somehow got leaked early by someone inside the company.
