Jerry if he does not RS then PPS will remain very low since he must do an AS increase. He really has no choice. The shares he has committed to lenders would enter the market in September and it's the AS increase on it's own that spells dilution. I just don't see any reason he would not also do a RS since the lender and market makers will almost certainly require this as a condition of further lending or exercising of warrants. That's just how the market really works
