Correct, I look at accumulation like this - It is a time for those that value the stock buy more and those that are in it for quick gains get out. This period resets the indicators and thus gets it ready to move in the future as more shares are aquired by those that want to hold them and less for those wishing for a quick turn around. Overall less shares for sale better price action in the future :)
