There's a busy road intersection near me that's often frequented by "minority" panhandlers on foot masquerading as some church-related childrens' charity. Obviously phony, and it sometimes messes up traffic as drivers fumble for money to give.

I've noticed that the main donors are teenagers, often girls. It would be interesting to do real research on who gives and who doesn't.
