They are not deliberately diluting. They would love to become NASDAQ listed in the future and diluting is not a strategy to achieving that goal.

The diluting is how the financing deal is set up for them to receive money and be able to operate as a pre-revenue company.

According to open shareholder letter last year.....
"Mr. Mann has chosen to buy based on his own desire to own more stock at these levels. Mr. Mann buys at his own discretion while following all the required regulatory guidelines in doing so. There is no specific plan in place and his buying could cease at any time."
