They are liars. They said multiple times there would be a dividend the next time there was a big settlement or licensing deal. Then when they got the $65M from Symantec they all of a sudden said they needed three years of cash before doing anything.

There will never be a cash dividend. The only reason they are doing a buyback program is so they can selectively enrich themselves by manipulating price and buying back their personal shares.
