Umm,,,I have no love for Citadel, but its not a 'he', its a trading firm.

To be fair to the OTC short selling scumbag companies, they also handle

routing from online brokerages. Point being, they aren't always buying

or selling, or covering on behalf of their own trading desk. TD and Etrade

get routed thru Citadel and Knight, sometimes the others too.
