They can only buy a controlling interest. That could be 100% in a private company or anything north of 50% in a public. But they can't force a shareholder to sell their shares. They can only offer them a premium over the current price to entice them to sell. But there's no reason to do that if they already have gained control of the company, only in order to get it.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
