Again ask Dan for details, I can only go by what I know and what I have read..

I believe once the proof of concept which as you saw is already underway is done, the purchase order becomes active and its the Indian Govt who funded the Harit Khadi project that pays. The company takes that purchase order to an international financing company that gives the money to the company to do the work. Or perhaps the funding is direct I am not sure.

Again just going from what I know and do not want to say the wrong thing but that is how these things work in general.
